Healthcare Q&A

Can I get coverage if I have a pre-existing health condition?
Yes. Â As of 2014, you cannot be denied coverage or charged more for medical coverage just because you have a pre-existing health condition.
Can a same-sex married couple obtain health care coverage?
In Connecticut, 'marriage' is defined as the legal union of two persons.
Can I afford it?
Many people are eligible for tax credits to make their insurance more affordable and won’t have to pay the whole premium themselves.
What are the improvements?
Everyone is entitled to get insurance even if they're sick; prices will come down for older people; pre-existing conditions are no longer excluded; men and women will now pay the same price for insurance, and prices for younger people will go up, but they can stay on their parent's plan until the age of 26.
Why not just wait until I'm sick to get insurance?
Medical insurance signups are only available during special enrollment periods.
What is special enrollment?
If you have not signed up during the enrollment period, the following exceptions will allow you to enroll/apply anytime within 60 days from the event. Â They are considered "Qualifying Life Events" and include:
Getting married to someone who is already enrolled.
Having or adopting a child.
Permanently moving to Connecticut from another state.
Losing other health coverage due to a job loss or divorce.
Voluntarily quitting other health coverage or being terminated for not paying your premiums are not considered loss of coverage.
Loss of eligibility for Medicaid or CHIP, expiration of COBRA coverage.
What if I don't get insurance?
There's an individual mandate that anyone without insurance will pay a penalty fine. Â If you don't opt for insurance, as of January 1, 2015, you'll pay $325 or 2% of your gross household income over the federal income tax filing threshold - whichever is greater. Â
The federal income tax filing threshold is $9,500 for an individual or $19,500 if married filing jointly. Â It will increase yearly and for 2016; it's $695 or 2.5% of your gross. Â If you are an employer with more than 50 full time equivalent employees and do not provide insurance to your employees, you may be subject to penalties beginning in 2014.
Who's paying for it?
Everyone is paying for it through their taxes, however wealthy individuals will be paying more into Medicare;Â the health industry is targeted, and hospitals and insurance companies will be paid somewhat less.
